Drove it home from work and parked it. Next morning it wouldn’t start so I tried to jump it. Still nothing. Starter just clicked.
Replaced the starter because I thought the starter was gone. Still just clicked. Changed battery. Still engages but won’t crank.
Replaced with another new starter. Brand new battery. Still just engages but no crank.
Cleaned all the terminals. Cleaned all the grounds. Took starter off to see if flywheel turns. Still turns.
Starter engages but won’t crank the motor over. No codes on code reader. No lights on the dash until after I try to start then they all come on. Starter is getting 12 volts when I try to start.
Horn honks when I hook the battery up.
I’m assuming its an electrical issue. I cannot figure it out

For clarification does click and starter engagement mean the same thing?
And you have a new starter and new battery, correct?
Not sure what city/town you are in and many fast moving parts stores will test your battery and starter for free. It would be a better double check than swapping out parts.
It is possible the starter is getting 12 volts and not enough current. Or can not handle the current so all it does is meet the flywheel.
Or a relay is clicking and the power is not getting to the starter. Meaning a relay has to be replaced.

Yes, clicking is engaging. Lots of power to the starter. Starter was brand new. Replaced it with another new one. Thought maybe I got a bad one. Brand new battery. Checked all fuses and relay. You can hear the starter engage the flywheel but no cranking.

If the starter engages the flywheel there are only a few possibilities. And some of this is going to be ground you have already been over.
The issue is either electrical or mechanical
The current is insufficient to the starter and the starter can not drive the flywheel. Possible causes — Internally a bad starter. Have it tested. Or poor electrical connected from the positive side of battery, thru a relay, to the starter and then thru the ground side. The ground side is just as important as the hot side.
The engine has some issue causing it to not turn with the power that is available from the starter. Just moving the engine crankshaft may not be enough to check this out. Spin the engine crankshaft an entire 360 degrees. For the most part it should spin with about the same amount of effort through the entire 360 degrees.

I’m on my second brand new starter. Already spun the engine over 360. Other than the normal compression parts it turns freely.
I’m checked, double checked and triple checked all connections.
What I find strange is that when I turn the ignition off and try to restart the radio resets to factory settings. Loses all channels. That’s why I’m thinking there is an electrical problem somewhere.

The radio stations preset are lost only because the radio looses a 12 volt signal. The radio needs to see 12v 24/7/365.* There is no computer involved for that. Have the battery tested.
Or recharge battery first and then crank the engine. If the engine does not crank have the battery tested.
If the battery should be good, there is an issue with current between the battery and the rest of the vehicle. Either on the hot or ground side. This would be uncommon as a low battery would be more common.
*The current draw for this is extremely small. However the radio does need to see the 12v to maintain the presets. There are other parts in the vehicle that do the same thing. The computer is one of those. If the computer looses the 12 volt signal for greater than (oh about) an hour, any electronic engine codes are lost as well.
